THESE DISRUPTIONS SUGGEST THE EXISTING WATER SYSTEM IS ALREADY UNDER STRAIN, AND INCREASING UTILIZATION OF THE WATER WELLS THROUGH ADDITIONAL DEVELOPMENT MAY EXACERBATE THESE ISSUES AND INCREASE THE

LIKELIHOOD OF FUTURE OUTAGES. THERE ARE ALSO MARKET CONDITIONS WORTH NOTING. A BUILDER CURRENTLY ACTIVE IN THE NEWEST SUBDIVISION DEVELOPMENT IN ITALY HAS FOUR VACANT LOTS AND SEVEN SPEC HOMES AVAILABLE IN THE LAST YEAR. THIS IS FOR ADULT SEXUAL ASSAULTS THAT OCCUR IN OUR COUNTY, AND IT REQUIRES EVERY TWO YEARS FOR US TO PROVIDE A BIENNIAL REPORT TO THE COMMISSIONERS COURT. SO THAT'S WHAT WE'RE DOING NOW. THE FIRST ONE THAT WAS DONE WAS BACK IN 2023. FOR THE LATTER HALF OF 2022 AND THEN FOR 2023. SO THIS ONE IS FOR 2024, 2025. AND WHAT WE FOUND WERE THINGS ARE KIND OF UNFORTUNATELY STILL KIND OF THE SAME IN THAT WE'RE LOOKING AT ABOUT BETWEEN 25 TO 30 SEXUAL ASSAULTS THAT GET REPORTED TO LAW ENFORCEMENT PER YEAR, WHICH IN MY OPINION SEEMS REALLY LOW FOR THE SIZE OF OUR COUNTY. BUT IT IS WHAT IT IS. AND THEN OF THOSE THAT GET ACTUALLY REPORTED, LESS THAN 20% ARE MAKING IT TO OUR OFFICE FOR PROSECUTION. AND THERE'S A VARIETY OF REASONS FOR THAT. A LOT OF IT IS DUE TO VICTIMS NOT WANTING TO COOPERATE. ONCE THE INITIAL REPORT IS MADE. SOME OF THE CASES ARE UNFOUNDED BY LAW ENFORCEMENT DURING THEIR INVESTIGATIONS, THINGS LIKE THAT. SO PART OF THE TEAM'S RESPONSE IS TO ONE INCREASE PUBLIC AWARENESS, INCREASE THE PUBLIC'S AWARENESS REGARDING THE HEIGHTS, WHICH IS A PARTNER OF MY OFFICE, IN ENGAGING PEOPLE TO REPORT SEXUAL ASSAULTS. AND EVEN IF THEY DON'T WANT TO REPORT THEM TO LAW ENFORCEMENT, WHICH THEY'RE NOT REQUIRED TO DO, AT LEAST GET SERVICES SO THAT THEY CAN GET HELP, EITHER MEDICALLY COUNSELING, MENTAL HEALTH, WHATEVER THEY THEY NEED TO GET.
SO WE'RE STILL RUNNING AT AT A PRETTY LOW RATE FOR OUR COUNTY. WHAT WE HAVE DONE, THOUGH, IS INCREASE THE MEMBERS OF THE SEXUAL ASSAULT RESPONSE TEAM. AND YOU ALL APPROVED THAT PROBABLY BACK IN NOVEMBER. SO WE'VE GOT ABOUT TEN PEOPLE THERE. WE'RE HOPING TO INCREASE THAT. RIGHT NOW. IT'S OUR MAJOR DEPARTMENTS. WE STILL DON'T HAVE OUR SMALLER LAW ENFORCEMENT AGENCIES ON BOARD, BUT THEY GET RELATIVELY FEW, IF ANY, SEXUAL ASSAULTS REPORTED TO THEM. IN TERMS OF THE PROSECUTION, THOUGH, ONCE THE CASES DO MAKE IT TO OUR OFFICE, WE DO GET PRETTY GOOD RESULTS WHEN WE TAKE THOSE CASES TO JURY TRIALS PER USUAL. SO THAT PART IS GOOD. THE OTHER THING THAT I'M HOPING IN THE NEXT TWO YEARS THAT WE WILL BE SUCCESSFUL IN IS GETTING TO WHERE WE HAVE AN IN-COUNTY SEXUAL ASSAULT NURSE EXAMINER. WE CURRENTLY DO NOT HAVE ONE IN OUR COUNTY, SO IN FORT WORTH IS THE PLACE THAT MOST OF OUR LAW ENFORCEMENT GOES TO TO GET US AN EXAM. AND THAT IS A BARRIER TO PEOPLE. THEY DON'T WANT TO DRIVE ALL THE WAY TO, TO FORT WORTH TO, TO GET THIS EXAM, ESPECIALLY IF THEY'RE COMING FROM THE EAST SIDE OF THE COUNTY. FOR US TO BE ABLE TO DO THAT, THOUGH, WE ARE REQUIRED TO BE A SAFE FACILITY. THE HEIGHTS IS TRYING TO GET THAT ACCREDITATION. HOWEVER, THE BARRIER TO THAT IS FOR US TO HAVE A FULL TIME SANE INSIDE THAT FACILITY. WE MUST HAVE ON CALL 24 HOURS A DAY. SEXUAL ASSAULT ADVOCATES, AND THEY HAVE TO BE CERTIFIED. WE HAVE RECEIVED A DOZEN APPLICATIONS, SO WE'RE RUNNING BACKGROUND CHECKS ON THOSE FOLKS AND HOPING TO GET THEM STARTED ON TRAINING IN JANUARY. THE GOAL FOR THE HEIGHTS AND OUR SART TEAM IS TO HAVE ALL THAT COMPLETED, HOPEFULLY BY MARCH, SO THAT WE CAN THEN HAVE THE IN HOUSE OR IN COUNTY SANE NURSE PROGRAM HERE. THE REST OF THEIR INVESTIGATION WOULD EMPLOY THE THREE AROUND THE CLOCK, SO THE HEIGHTS WOULD HAVE THE SAME NURSES? YES. AND THEY ALREADY HAVE ONE ON STAFF.
