THOSE WERE USED FOR LIKE OUR HIGH RISK OFFENDERS FOR TRANSPORTATIONS.
UM, BUT THOSE WERE BOTH TOTALED DURING THE HELL STORM.
WE NEVER GOT THOSE TWO TAHOES REPLACED.
THOSE WERE THE ONLY TWO THAT HAD THE CAGES IN THERE.
AND SO WE WOULD USE THOSE FOR LIKE, OUR TRANSPORTS TO LONG-TERM PLACEMENTS TO TJJD AND THEN BACK AND FORTH TO COURT.
UM, SO THEN IT BECAME PROBLEMATIC BECAUSE WITH OUR JJP, THEY DID NOT HAVE A VEHICLE.
SO OFTENTIMES THEY WOULD USE THE PROBATION OFFICER'S VEHICLE, WHICH THEY USED FOR HOME VISITS, SCHOOL VISITS, UM, OUT OF COUNTY TRAININGS ALSO FOR TRANSPORTS OF ALL OF OUR JUVENILES.
UM, SO AT THE BUDGET, WE REQUESTED TO HAVE TWO OF THE TRANSPORT VEHICLES REPLACED FROM THE TWO TAHOES THAT WE WERE SURPLUS.
AND THEN ONE FOR JJP, IN WHICH WE DID GET THE ONE FOR JJP, I BELIEVE IT WAS A MONTH AGO,

IT WAS SURPLUS.UM, SO WE DID RECEIVE THAT AND WE HAVE DESIGNATED THAT FOR OUR JJP STAFF SO THAT THEY CAN ATTEND ALL OF THE EXPULSIONS AND SCHOOL DISTRICT HEARINGS.
UM, SO THE TWO TRANSPORT VEHICLES WE HAVE NOT, UM, BEEN REPLACED.
WE HAD REQUESTED FOR THOSE IN THE BOARD OF WHICH THEY WERE APPROVED.

DO THE EXPLORERS HAVE THREE ROW SEATING OR ARE THEY, ARE THEY TWO? I THINK THEY PRETTY, I WOULD HAVE TO, I WAS GONNA SAY THEY DO, BUT I THINK THEY'D BE PRETTY TIGHT IF YOU HAVE A CAGE IN THE BACK.

IT GIVES ME A BETTER UNDERSTANDING IS WHEN VEHICLES COME ACROSS, BECAUSE I UNDERSTAND NOT JUST YOU, I STAY AFTER EVERYBODY ON VEHICLES BECAUSE WHEN WE STARTED OUT, MY UNDERSTANDING, I DON'T KNOW ABOUT THE REST OF THE COURT, BUT VEHICLES WERE SUPPOSED TO BE LEASED FOR THE SHERIFF'S DEPARTMENT.
BUT FOR OTHER DEPARTMENTS WE WERE GONNA PURCHASE.
AND WHEN, WHEN YOU GET AWAY FROM THAT AND EVERYBODY'S LEASING, YOU'RE NOT SPENDING A LOT OF MONEY ON THE LEASE, YOU KNOW, 16,000 AS OPPOSED TO MAYBE 110,000.
BUT THE LEASE IS STILL WHAT IT IS.
YOU STILL OWE WHAT YOU OWE AND IT GETS SORT OF OUTTA HAND UNLESS YOU START GETTING YOUR HAND BACK AROUND IT AND PULL IT BACK WHERE IT NEEDS TO BE IN A HURRY.

MOST OF OUR FUNDING IS FEDERAL IN NATURE.
IT COMES THROUGH US HEALTH AND HUMAN SERVICES THROUGH THE ADMINISTRATION FOR COMMUNITY LIVING.
WE RECEIVE STATE MATCHING FUNDS THAT COME THROUGH TEXAS HEALTH AND HUMAN SERVICES COMMISSION.
WE APPLY FOR, UM, ALL TYPES OF GRANTS TO, UM, ENHANCE OUR MISSION.
AND THEN WE'RE VERY, VERY GRATEFUL TO ELLIS AND THE 13 OTHER COUNTIES IN OUR 14 COUNTY SERVICE AREA, UH, FOR MATCHING FUNDS.
UM, OUR REQUEST FOR FISCAL YEAR 26 IS FOR $7,873.
AND THOSE FUNDS ALLOW US TO DRAW DOWN THE FEDERAL AND STATE FUNDS AND SUPPORT THE PROVISION OF BOTH OUR DIRECT AND OUR PASS THROUGH SERVICES, UM, THAT I WILL, UM, PROVIDE YOU MORE INFORMATION ABOUT.
SO LET ME, UM, PREFACE THE SERVICE INFORMATION BY SHARING SOME INFORMATION ABOUT ELIGIBILITY.
UM, SO IN ORDER TO QUALIFY FOR PROGRAMS THROUGH THE AREA AGENCY ON AGING, A PERSON NEEDS TO BE AGE ELIGIBLE.
UM, SO IN MOST CASES, A PERSON NEEDS TO BE AT LEAST 60 YEARS OF AGE TO QUALIFY.
UM, SO I'M GETTING READY TO CELEBRATE MY 30TH ANNIVERSARY, UM, IN MY CURRENT POSITION, AND I'M NOW ELIGIBLE FOR ALL OF THE PROGRAMS THAT I ADMINISTER.
SOME PROGRAMS DO HAVE ADDITIONAL ELIGIBILITY CRITERIA, FOR EXAMPLE, TO QUALIFY FOR HOME DELIVERED MEALS OR MEALS ON WHEELS.
A PERSON WOULD NEED TO MEET BOTH THE AGE REQUIREMENT AND HAVE SOME TYPE OF DISABILITY.
UM, OTHER SERVICES ALSO REQUIRE THAT FUNCTIONAL IMPAIRMENT.
SO OUR PROGRAMS ARE NOT MEANS TESTED AS MEDICAID PROGRAMS ARE, BUT OUR FEDERAL LEGISLATION DOES REQUIRE THAT WE TARGET PEOPLE WHO ARE AT GREATEST RISK, INCLUDING THOSE IN GREATEST ECONOMIC NEED, THOSE WHO ARE ISOLATED, AND THOSE WHO ARE DEALING WITH SIGNIFICANT DISABILITIES.
ABOUT 40% OF THOSE PEOPLE WHO RECEIVE ONGOING SERVICES ARE LIVING IN POVERTY, UM, COMPARED TO AN ELDER POVERTY RATE OF A LITTLE LESS THAN 8% AMONG ALL OLDER NORTH CENTRAL TEXANS.

SO, UM, AND ALL OF THE SERVICES THAT WE ADMINISTER ARE MADE AVAILABLE AT NO COST TO THOSE WHO QUALIFY, BUT WE AND OUR SUB-RECIPIENTS DO ACCEPT VOLUNTARY CONTRIBUTIONS.
SO IN TERMS OF THE SERVICES WE PROVIDE DIRECTLY, WE PROVIDE INFORMATION AND REFERRAL.
WE CONNECT PEOPLE WITH RESOURCES.
WE HAVE A BENEFITS COUNSELING PROGRAM THAT HELPS PEOPLE UNDERSTAND MEDICARE BENEFITS, MEDICARE OPTIONS.
THEY CAN ALSO COUNSEL PEOPLE ABOUT ELIGIBILITY FOR MEDICAID SERVICES.
WE HAVE A PROGRAM THAT PROVIDES TEMPORARY SERVICES IN THE HOME TO SUPPORT PEOPLE WHO ARE JUST COMING BACK FROM HOSPITAL REHAB FACILITY, NURSING FACILITY.
AND OUR CASE MANAGEMENT PROGRAMS WILL DO THINGS LIKE BUILD WHEELCHAIR RAMPS, WIDEN BATHROOM DOORWAYS, PAY FOR AGENCIES TO PROVIDE PERSONAL ASSISTANCE AND HOUSEKEEPING SERVICES.
WE ALSO PAY FOR A LOT OF MEDICAL EQUIPMENT AND SUPPLIES THAT ARE NOT COVERED BY INSURANCE.
UH, WE ADMINISTER THE LONG-TERM CARE OMBUDSMAN PROGRAM THAT ADVOCATES FOR THOSE WHO LIVE IN, UM, MORE THAN 400 LICENSED ASSISTED LIVING FACILITIES AND NURSING FACILITIES WITHIN THE REGION.
THEY ASSIST RESIDENTS IN RESOLVING CONCERNS REGARD REGARDING QUALITY OF LIFE OR QUALITY OF CARE.
UM, THROUGH OUR BENEFITS COUNSELING TEAM, WE CAN HELP PEOPLE APPLY FOR MEDICARE SAVINGS PROGRAMS, LOW INCOME SUBSIDIES.
WE'VE GOT A PROGRAM THAT HELPS PEOPLE RETURN FROM NURSING FACILITY CARE TO INDEPENDENT LIVING, A WONDERFUL PROGRAM THAT REDUCES MEDICAID EXPENDITURES AND HELPS PEOPLE GET BACK INTO COMMUNITY LIVING AND, UM, BE MORE INDEPENDENT.
WE ALSO ADMINISTER THE VETERAN DIRECTED CARE PROGRAM FOR THOSE WHO QUALIFY MEDICALLY FOR NURSING HOME CARE.
WE HAVE, UM, BEEN VERY SUCCESSFUL IN GETTING SOME, UH, DISCRETIONARY GRANTS TO EXPAND SUPPORTS FOR PEOPLE LIVING WITH DEMENTIA.
MY MOM WAS DIAGNOSED WITH DEMENTIA A COUPLE YEARS AGO.
AMONG PEOPLE AGED 65 AND OVER ABOUT ONE IN 10 IS LIVING WITH DEMENTIA.
AND AS, UM, AS AGE INCREASES, THE RISK OF DEVELOPING DEMENTIA INCREASES AS WELL.
SO WE HAVE A COUPLE OF DEDICATED STAFF WHO HELP FAMILY MEMBERS UNDERSTAND HOW TO COMMUNICATE

AND IN ELLIS COUNTY, UH, WE'VE GOT TWO SUBRECIPIENTS MEALS ON WHEELS, NORTH CENTRAL TEXAS.
UM, LAST YEAR WE PASSED THROUGH A LITTLE UNDER $300,000, AND THOSE FUNDS SUPPORTED, UM, DAILY MEALS FOR 347 ELLIS COUNTY, UM, PARTICIPANTS AGE 60 AND OVER WHO ARE HOME BOUND.
